Basalt's Joaquin Rangel formally charged with indecent exposure

A Basalt man was arraigned Monday in Eagle County District Court in connection with two incidents within one week when he allegedly exposed himself at Two Ponds Park.

Joaquin Rangel, 57, was formally charged with indecent exposure by the 5th Judicial District Attorney’s Office. He appeared without an attorney and didn’t enter a plea, according to Jill Sarmo, public information officer for the District Attorney’s Office.

Rangel is in custody in Eagle County Jail on $20,000. He was cited on July 4 for indecent exposure, then was allegedly caught red-handed again for indecent exposure on July 11, according to Basalt police.

Officers were called to an area in Two Ponds Park around 8:30 p.m. on the Fourth of July for a report of a man sitting on a bench with his private parts exposed, according to Police Chief Greg Knott. He later was spotted in the brush with his pants down, Knott said. Officers located a man later identified as Rangel along a path between the pond and Roaring Fork River. He allegedly gave officers a false name initially, but they later learned his true identity, according to Knott.

Rangel was cited with indecent exposure and false reporting to authorities, both misdemeanors. He was taken into custody because he had a warrant for his arrest out of Eagle County, Knott said.

Basalt police were called back to the same general area on July 11 for complaints by three people of a man exposing himself, Knott said. Officers allegedly found Rangel and took him into custody after citing him on suspicion of indecent exposure.

A $20,000 bond is a high amount in a misdemeanor case, Sarmo confirmed. She said a judge likely set it that high because of the second indecent-exposure charge.

The warrant for Rangel’s arrest had been issued when he didn’t appear in court in February to face a charge of driving while under suspension, Sarmo said. Rangel is scheduled to appear again Aug. 6.
