The Grand County Board of Commissioners held their first meeting concerning the Byers Peak property and unanimously approved the preliminary sketch plan for the development.
The developer will now have to submit a preliminary plat plan to the county, which will include details about the project, including all of the needed studies such as traffic and drainage studies as well as detailed architectural designs of the buildings and landscaping.
Once that plan is submitted and validated by the county, it will distribute the various parts of the plan to the county’s different consulting firms for review.
The consulting firms will have 45 days to return their observations and then the plan will be presented to the county planning commission for approval. Once the planning commission makes a determination regarding the preliminary plat, its recommendations will then be brought before county commissioners.
There is no anticipated date for the next meeting concerning the development; the next meeting date will depend on how quickly the developer submits the plan to the county.
The developer of the property, Byers Peak Properties LLC., began seeking approval to build the development in unincorporated Grand County once the annexation agreement that was approved by the Fraser town council was challenged by residents of Fraser and sub sequentially voted down during November’s election.
The first meeting of the Grand County commissioners concerning the property was held at the East Grand Fire House in Fraser to help accommodate the area’s residents, something Fraser Valley residents repeatedly thanked the commissioners for during the meeting. The commissioners said they plan to continue holding meetings concerning the property where it will be easy for Fraser Valley residents to attend.
The meeting drew comments from a number of interested parties, including from those residents who opposed the annexation of the development into the town of Fraser.
Many of which said they believed the sketch plan for the development looked much better than the plan the Town of Fraser had approved.
While the developer has indicated to the Sky-Hi News that he hopes to use the regional wastewater plant that services Fraser, he has also indicated he plans to build and use his own potable water system for the development. The developer will have to prove he has water rights sufficient to service the property.
Fraser Mayor Peggy Smith said she and the town board would be fully involved in the process to build the development through the county.
County commissioners said they appreciated the amount of involvement residents of the area want to have in the process.
“We’re just getting warmed up here,” said Grand County chair James Newberry, speaking to the very early nature of the county public process on this issue. Newberry said the board intends to work closely with Fraser and its residents to ensure the development complements the town.
Newberry, who represents the Fraser Valley commissioner district, said he will treat the development like it will someday be annexed into the town — something he said he believes to be a possibility in the future.
