Former building official compensated for years with county

Former Grand County Building Department Head Robert Scott Penson, 59, received more than $17,000 in severance pay, according to Grand County personnel documents. The amount was calculated for 20 years of service, with Penson receiving pay for two days per-year during the almost six years he was an hourly employee and four days per-year during the 14 years he was an appointed official. The calculations were done using his ending wage of $34.73 an hour.
The county will also continue to pay Penson $500 per month for medical insurance coverage until he is eligible for Medicare. The Board of County Commissioners does have the right to change, modify or eliminate this plan.
Penson was employed for 20 years with the Grand County Building Department, but tendered his resignation, effective Tuesday, June 10, following an embezzlement scandal in his department. Employee Brigid Irish was arrested and charged with more than 900 counts of embezzlement in May, though accusations of negligence between elected officials have continued in the county.
